The bird in the photo above is a first year bird. This can be seen from the odd brown feathers that can still be seen in his blue/purple adult plumage.
Mortality amongst young birds of prey is very high. Many die whilst learning their hunting skills as they often misjudge distances and their incredible speed. They also fall victim to other birds of prey and many are killed on the roads.
